BOCEA exists to serve and protect the rank-and-file employees of the Bureau of Customs by:

  1. Advocating fair compensation and benefits through collective negotiation and constructive partnership with management and oversight agencies.
  2. Promoting welfare and well-being by pursuing programs, assistance, and protections that improve the quality of life of members and their families.
  3. Strengthening professionalism and career development through education, training, research, and active participation in promotion and selection processes.
  4. Defending rights and due process by providing legal, technical, and grievance support to members and upholding the right to organize and be heard.
